Overview of the Southwest Florida
Model United Nations Program


Private and public high schools in Charlotte, Collier, Glades, Hendry and Lee counties are invited to participate in the Southwest Florida Model United Nations program. others may be requested to attend by special invitation.

REGISTRATION CRITERIA
1. A deposit of $50.00 per delegation is required to register for the conference. This deposit will be applied to costs of $10.00 per student for meals and snacks during the conference. Any deposit in excess of the amount required to cover registered delegations will be refunded after the conference. Addisiotnal fees for participating students not covered by the initial deposit will be due by the january workshop. Deposits for any delegations or delegates that fail to attend will not be refunded.

2. School principals must countersign registration forms to indicate their support of their coach and the school's commitment to the program.

3. The delegation from each country must submit a minimum of one position paper. The position paper may be on any of the seven issues of the four General Assembly Committees. All position papers will be eligible for the Bradford Morse Award.

4. Resolutions will not be submitted in advance of the conference. However, delegates must become familiar with the proper format of resolutions as they will be the product of their work in committee.

5. Each delegation is urged to prepare Working papers for discussion and negotiation in committee, which, may lead to a resolution if it gains sufficient support from other delegations.

6. Each delegation must have at least one delegate attemd the Training Workshop in January.

7. Schools that did not participate the previous year will not be allowed to represent Security Council countries. To participate schools must register with the program. Schools may elect the number of delegations they wish to field with the following restrictions:
a) novice schools (those participating for the first time) will not be allowed to represent a Security Council country;
b) schools with a record of successful attendance will be allowed to field one or more delegations, depending on the number of schools that want to participate


SCHOOLS
Schools are expected to support the activity of the Model United Nations delegation(s). This includes, to the extent possible, coach's stipends, provision of substitute teachers during the two day conference, copy facilities, and research materials. Schools are responsible for the appearance of delegations at the conference.

DELEGATIONS
A delegation representes one country and will prepare one delegate to attend each Committee, and two delegates to the Security Council. (Only one vote will be permitted the two Security Council delegates). Each delegate will prepare to discuss the one or two topics assigned to his/her Committee. Security Council delegates will not prepare for discussion on specific topics as a news-breaking scenario will be presented. Security Council delegates must prepare for this by reading and studying current events.

Thus one delegation will have four delegates if they represent a non-Security Council country and will have six delegates if the represent one of the fifteen Security Council countries.

Each country will have one vote in each committee or Security Council, regardless of the number of students permitted to serve. Unless otherwise noted multiple delegates will NOT be allowed to serve on a standing committee of the General Assembly.

Each delegation will elect one member of the delegation to serve as Head Delegate (in the United nations, the title is Permanent Representative).


DELEGATES
Delegates are the individual representatives of a delegation of a country. Because they are the persons most visible to people outside of their country and because of their diplomatic privileges they are held to a higher standard of behavior.

Students must be aware of their responsibility to the program as a whole as well as to their own role as Delegate. Great care is taken by program administrators to provide a balanced forum of negotiation and debate to achieve the greatest opportunity for learning and enjoyment.


HEAD DELEGATES
Head Delegates are elected in the Southwest Florida MUN by their fellow delegates. it is a position of respect and confidence. This individual is usually responsible for organizing and monitoring the delegation's preparations for the Model UN conference. The Head Delegate is the ultimate voice of authority for the delegation and should be presented as the highest ranking representative of his/her nations's government.

In sessions where the delegation appears together, such as the Pleanry or General Assembly, the Head Delegate casts the vote for the delegation. He/she also makes any presentations necessary. However, the Head Delegate may defer oral presentations to another delegate if the Head Delegate considers another delegate more informed on the subject under discussion.

COACHES
Coaches may prepare one or more delegations for the confernce. Coacjes prepare students for the conference. During the conference, however, coaches should refrain from directing student activities.
